Malaysia to install 700 traffic cameras to snap errant drivers

KUALA LUMPUR, Malaysia More than 700 traffic surveillance cameras are set to appear across Malaysia as part of a program to catch errant drivers and reduce fatal accidents, national news agency Bernama reported Tuesday. Beginning next year, the cameras will be set up at traffic lights, highways and main roads, Bernama quoted Transport Minister Chan Kong Choy as saying on Monday in the Swedish capital, Stockholm, where he was studying road safety programs. Sweden has among the lowest road accident and fatality rates in the world. Last year, Malaysia recorded 23.5 deaths for every 100,000 people. According to local media, this is the highest road death ratio in the world. Malaysian motorists are notorious for a lack of driving discipline. The surveillance camera scheme is part of a five-year drive to improve safety on Malaysia’s roads. Other projects include educating schoolchildren, rewarding law-abiding motorists and building separate lanes for motorcyclists. Authorities aim to halve the road fatalities in five years through the new program, which is scheduled to run until 2010. Common traffic offenses in Malaysia include speeding, crossing double lines, changing lanes without signaling, tailgating and parking along yellow lines. Chan said the surveillance cameras, operating around the clock, will monitor every car movement. Vehicles caught speeding, beating traffic lights, driving in emergency lanes and overtaking illegally will be fined. He said similar systems have proven effective in several countries including the United States, China and South Korea. “This is because every driver knows once they are sitting behind the wheel there are surveillance cameras monitoring their movement. With this, their awareness of enforcement will automatically go to the very high level,” said Chan.

KJ, Hisham did not apologise, why should LKY?

In demanding for an apology from Lee Kuan Yew, Malaysian leaders are asking for something which is out of line in their own practice.

On Malaysian leaders: Kuan Yew must apologise

Peter: The headlines in malaysiakini, Malaysian leaders: Kuan Yew must apologise, really amused me. The leaders are asking for something which is out of line in their own practice.

There are umpteen times where our leaders, particularly Umno, had made derogatory remarks that are hurtful to the non-Malays, especially the Chinese. And yet they found it fit not to apologise.

The latest one being Hishammuddin Hussein Onn and Ong Tee Kiat, with the education minister accusing Ong of trying to be a champion for the Chinese community. Having proven that the school had been shortchanged in the repair work, Hishammuddin did not even utter a word of apology. Then Khairy made the infamous remark regarding the Chinese seeking to exploit the split within Umno. He, too, did not apologise to the Chinese community.

As far as I am concern, I have never come across any of our leaders ever apologising for obvious mistakes or remarks made. Thus, I do not see any reason why Lee Kuan Yew need to offer an apology for a remark that is too obvious.

IM Koo: First of all, what Harry Lee Kuan Yew said is a fact known to the great majority of non-bumi in Malaysia. So, why the big fuss over someone uttering a common knowledge? It is not as if LKY has planted a new seed.

Secondly, what LKY had said does not have the capacity to incite the Chinese people in Malaysia. To begin with, the Chinese in Malaysia are not easily incited to hatred, much less, violence.

Historically, the proportion of the Chinese population in Malaysia who voted for the BN has not changed significantly, and the Chinese minority are not known to resort to violent riots. As it is, LKY’s speech seems to have succeeded only in inciting the top BN politicians, including the father of all racial policies in Malaysia – Dr M, of course.

On Kit Siang goes after Hishammuddin and deputies

Kaisim: The government promised to make things better for the people during the last election. One of which is to fight corruption and improve government bureaucracy. After two years, things are not improving much but going for the worst.

Here is a clear case of swindling the funds meant for school repairs and yet the education minister reprimanded Ong for exposing the matter. By right, he should be thankful to the person who has helped him to expose the cheating. Mr Minister, please do your homework. Don`t make Ong Tee Keat a punching bag.

ML: Sad to say our education minister possesses very little knowledge – one with not much substance to contribute to the nation’s education system but was put up there just because he is one of the offsprings of our third PM, our current PM’s gratitude to the late Tun Hussein Onn so to say.

Obviously all he can do is to make ‘noise’ in Parliament to show that he is still in charge. Besides, by choosing KJ uncontested to be his deputy, he is only trying to mitigate his own position as the No 1 in the Umno Youth movement.

Though KJ maybe educated but he lacks common sense in a multi-racial society and blatantly shows his disrespect to the more senior compatriots in the BN government. He thought he is smart but he doesn’t know there are many others smarter than him. If only both of them know how to humbly work along with others, maybe they might stand a chance instead being the “Mat Rempit” in the political arena.

On Anwar adds voice to judicial crisis review calls

Dr Raj: I think this government has taken the peoples’ intelligence for granted way too long – 49 years to be exact. My dear countrymen and women, it’s time for true reforms. Let’s rise and vote wisely the next time around. No party should rule the country for decades. There has to be check and balance – change them every five years for a more just, clean and trustworthy government.

On Press gagged on misuse of schools’ repair funds

Bob: “Several media sources have told malaysiakini that journalists are only allowed to report on the visit of ministers to the affected schools but they are barred from investigating the matter further.” Has anybody watched ‘All the President’s Men’?

On Free hotel stay for pro-gov’t candidates

Nathan: Since our higher education minister is a first-class honours graduate of an Australian university, can he confirm that student elections in his alma mater were indeed run in the same fashion as our local universities – complete with free hotel stays, VCDs and the like?

On Supp loses out on Kuching mayor post

MO8: Supp has now lost its mayor’s post in Kuching after having lost it political prowess at the state polls. But the point is this: Why is it that the post of mayor is not contested in an open election?

The voices of the ratepayers and taxpayers have be silenced. They need only say “setuju” and the matter is settled.

Let the people of Kuching and in all other cities vote for their choices of mayors. We cannot afford to have patronage granted to certain people, no matter how good the intentions are. Let the people decide on this important post, for it touches on the lives of the people living in the said cities.

Mahathir says Lee Kuan Yew ‘not that clever’

Former Malaysian Prime Minister Mahathir Mohamad (right) has accused Singapore’s elder statesman Lee Kuan Yew (left) of hypocrisy for claiming that Malaysia’s ethnic Chinese minority was being marginalised, news reports said Sept 23. Photos: AP

KUALA LUMPUR (AP) – Former Malaysian Prime Minister Mahathir Mohamad has accused Singapore’s elder statesman Lee Kuan Yew of hypocrisy for claiming that Malaysia’s ethnic Chinese minority was being marginalised, news reports said Saturday.”You are not that clever. In a small group, perhaps you seem clever,” Mahathir said, referring to Lee late Friday in a speech to supporters in northeastern Terengganu state.

“But when (Lee) goes to China, the Chinese there don’t want to listen to him.

“The Chinese in China don’t think much of him and it is a fact that he is marginalised by Chinese in the world,” Mahathir was quoted as saying by the national news agency, Bernama.

Lee, the founding father of Singapore, was reported to have said recently that Singapore’s neighbours – such as Malaysia and Indonesia – “have problems with their Chinese.”

“They are successful. They are hardworking and, therefore, they are systematically marginalised,” Lee was widely quoted as saying.

Around a quarter of Malaysia’s 26 million citizens are ethnic Chinese.

Malaysia maintains a decades-old affirmative action policy that helps the Malay majority, which it says is necessary to maintain social order.

Mahathir – a frequent critic of Singapore before he retired in 2003 after 22 years in power – said Lee should reflect on how the city-state, whose population is predominantly ethnic Chinese, is treating its Malay minority before criticising Malaysia.

“We should have an independent investigation on why the Malays are left behind in Singapore,” Mahathir said.

“They are pressured, marginalised and oppressed. That is the kind of government founded on the views of Lee Kuan Yew.”

Mahathir’s aides could not immediately be contacted to confirm his comments.

Malaysia’s top ethnic Chinese government politician, Ong Ka Ting, the president of the Malaysian Chinese Association party, also rejected Lee’s statements Friday, saying Malaysians “cannot let a remark like that create unnecessary disharmony or suspicion.”

“As a former Prime Minister, (Lee) should realise that such a remark will have a negative impact on (relations with) the neighbouring countries,” said Ong, whose party is the second largest group in Malaysia’s ruling coalition after the United Malays National Organisation. UMNO is headed by Prime Minister Abdullah Ahmad Badawi.

Malaysia and Singapore have close cultural and economic ties.

But their governments have sparred over various disputes, such as the price of water that Malaysia sells to its southern neighbour, and have even taken a dispute over a tiny islet to the World Court.

It Turns Out That Lonelygirl Really Wasn’t

By VIRGINIA HEFFERNAN and TOM ZELLER Jr.

The New York Times

(Sept. 13) – A nearly four-month-old Internet drama in which the cryptic video musings of a fresh-faced teenager became the obsession of millions of devotees — themselves divided over the very authenticity of the videos, or who was behind them or why — appears to be in its final act.

‘Bree,’ the home-schooled supposedly 16-year-old Internet star known as LonelyGirl15, may not be what the world thinks she is.

Matt Foremski, the 18-year-old son of Tom Foremski, a reporter for the blog Silicon Valley Watcher, was the first to disinter a trove of photographs of the familiar-looking actress, who portrayed the character named Bree in the videos. The episodes suggested Bree was the home-schooled daughter of strictly religious parents who was able to find the time to upload video blogs of her innermost thoughts.

The discovery and the swift and subsequent revelation of other details surrounding the perpetrators of the videos and the fake fan site that accompanied it are bringing to an end one of the Internet’s more elaborately constructed mysteries. The fans’ disbelief in Lonelygirl15 was not willingly suspended, but rather teased and toyed with. Whether they will embrace the project as a new narrative form, condemn it or simply walk away remains to be seen.

The masterminds of the Lonelygirl15 videos are Ramesh Flinders, a screenwriter and filmmaker from Marin County, Calif., and Miles Beckett, a doctor turned filmmaker. The high quality of the videos caused many users to suspect a script and production crew, but Bree’s bedroom scenes were shot in Mr. Flinders’s home, in his actual bedroom, typically using nothing more than a Logitech QuickCam, a Web camera that retails for about $150.

Together with Grant Steinfeld, a software engineer in San Francisco, Mr. Flinders contrived to produce and distribute the videos to pique maximum curiosity about them.

The photographs of the actress, which made it clear that Ms. Rose has been playing Bree in the videos, were cached on Google.

“We were all under N.D.A.’s” Mr. Steinfeld said, referring to non-disclosure agreements the cast — and their friends — were asked to sign to preserve the mystery of Lonelygirl15. “They had a lawyer involved,” he said. “My first impression was like, wow, can this be legitimate? Is this ethical? I was very concerned about that in the beginning.”

But after he came to understand the project, Mr. Steinfeld said, he came to believe that something truly novel was at hand. “They were like the new Marshall McLuhan.”

Mr. Flinders and Mr. Beckett obscured their location by sending e-mail messages as Bree from various Internet computer addresses, including the address of Creative Artists Agency, the Beverly Hills talent agency where the team is now represented. Amanda Solomon Goodfried, an assistant at the agency, is believed to have helped Mr. Flinders and Mr. Beckett conceal their identities. Moreover, Ms. Goodfried’s father-in-law, Kenneth Goodfried, a lawyer in Encino, filed to trademark “Lonelygirl15” in August.

The story of how Mr. Flinders, Mr. Beckett and Ms. Rose were discovered in spite of their efforts to hide, and prolong the mystery, sheds light on the nature of online wiki-style investigations and manhunts. When Mr. Steinfeld’s dummy site, which had been set up before the first Lonelygirl15 video was even posted, struck users as suspicious and unsupervised — Mr. Steinfeld says he grew tired of running it, and dropped out of the project — fans set up their own site devoted to Lonelygirl15, which soon attracted more than a thousand members.

Both sites drew contributions from novelists, journalists, academics, day traders, lawyers, bloggers, filmmakers, video game designers, students, housewives, bored youngsters and experts on religion and botany. In the cacophony of conjecture, analysis, close-readings, jokes, insults, and distractions, good information sometimes surfaced.

Last month, a Lonelygirl15 fan discovered and posted a trademark application by Mr. Goodfried, which seemed to prove that the videos, which presented themselves as nothing but a video diary, were at least in part a commercial venture. Then, last week, three tech-savvy fans, working together, set up a sting on the e-mail being used by “Bree”; the operation revealed to them the I.P. address of Creative Artists Agency.

On the strength of this information, Mr. Foremski was confident he could find some trace of Bree on the Internet. He was sure that any participant in a semiprofessional production like Lonelygirl15 would have posted pictures somewhere. Sure enough, they had.

Mr. Steinfeld, on learning that Mr. Flinders and Mr. Beckett had been found out, offered his photographs of Ms. Rose as proof of his involvement in the Lonelygirl15 videos. He had been hired to take the pictures on the set at the start of shooting.

The series, which Mr. Flinders and Mr. Beckett plan to continue on a site overseen by them, may play differently with fans now that they know for sure that Bree is an actress. Part of the appeal of the series was that the serious-minded, literate Bree offered an unbeatable fantasy: a beautiful girl who techy guys had something in common with.

On learning that Ms. Rose was an actress whose interests, unlike the scientific and religious issues that fascinated Bree, ran to parties and posing, one fan wrote, “Very cute, but she’s really not into Feynmann and Jared Diamond! (I’m heart-broken …But a wonderful actress, had me fooled into thinking she was a geek like me.)”

Yasmin Mahmood to assume Microsoft Malaysia MD position in September

Yasmin Mahmood has been appointed as Managing Director of Microsoft Malaysia with effect from early September 2006.Yasmin was previously the General Manager of Dell Malaysia and Corporate Director of Dell Inc. Prior to that, she was the General Manager of Hewlett Packard Sales Malaysia’s Commercial Channels Organisation.

Yasmin succeeds Butt Wai Choon, who has been promoted to Asia-Pacific General Manager of Microsoft’s OEM (Original Equipment Manufacturer) group. This new business segment was established to assist Microsoft’s regional manufacturing partners customize and to add value to their respective products and solutions with Microsoft’s flagship Windows, Office and Server flagship technologies.

Butt will continue to oversee and manage business at Microsoft Malaysia (holding all Microsoft Malaysia Managing Director responsibilities) until Yasmin comes on board officially in September.

Said Eduardo Rosini, Regional Vice-President (Asia Pacific) at Microsoft, “In the last six years, Wai Choon has demonstrated very strong leadership skills in the management of our Malaysian operations.

“As a company, we always look for opportunities to grow our people, and I’m glad that Wai Choon has decided to take up the new challenge to lead our regional efforts with our OEM partners. This new and very pivotal role will hold strong responsibilities in helping the company and our OEM partners ramp up our efforts as we look to launch Windows Vista and Office 2007 in the next year.”

Meanwhile, Multimedia Development Corporation (MDeC) Chief Executive Officer, Badlisham Ghazalli, said that he was grateful to Microsoft for its continuous contribution to the growth of Malaysia’s ICT ecosystem.

“I am heartened that, although Microsoft is today the world’s largest software company, the company has consistently made great efforts to grow the local software ecosystem,” said Badlisham, citing, amongst others, the Memorandum of Understanding signed with local independent software vendor (ISV) IFCA-MSC Berhad to share information on the latest software technologies which Badlisham himself officially witnessed last April.

Since Microsoft established its Malaysian business in 1992, the local partner ecosystem system has grown from a handful to 5,000 highly qualified solutions providers as well as a specialized group of some 800 ISVs today. What’s more, an IDC study released last year showed that, for every RM1 spent on Microsoft, another RM15 is spent on the overall solution comprising hardware, services and software for local partners.

“MDeC believes that our fellow Malaysian Yasmin will continue to build on this momentum to build competencies, capabilities and competitiveness for Malaysia established by her predecessor, Butt, who is also Malaysian,” added Badlisham, citing Yasmin’s deep understanding of the local IT environment.

“Toward this end, MDeC welcomes the appointment of Yasmin and we look forward to Microsoft strengthening on its already strong support for the country’s Multimedia Super Corridor (MSC) initiative,” he further said, adding that MDeC hopes to further enhance the already strong relationship between both organizations to fully realize the MSC mission of spearheading transformation of ICT companies at both local and global levels.

Microsoft’s Continuous Commitment to Malaysia
Microsoft Malaysia, through its deep engagements with local government, business, industry and community, are active contributors to the country’s economic development, and will remain so over the long term.

The company will continue to:

(1) Significantly contribute to the growth of the local software economy: In 2006, Microsoft invested some RM26 million in Malaysia comprising, amongst others, tools, training and technology in its effort to establish software development as a key engine of growth for the Malaysian economy. It is estimated that some 50,000 jobs have been created in the software and services sector as a result of Microsoft’s initiatives.

(2) Accelerate digital inclusion and digital literacy: Just a fortnight ago, Women, Family and Community Development Minister, Datuk Shahrizat Abdul Jalil, launched the Microsoft Windows XP Multilingual Starter Edition – the only operating system in the world that is available in four different languages, namely Bahasa Malaysia, English, Mandarin and Tamil, thereby allowing more Malaysians to tap into world of computing in languages they are familiar with.

(3) Lay the foundation for the next generation of Malaysians: This is primarily through education under Microsoft’s “Partners in Learning” programme to bring greater depth of IT teaching skills to the education sector (Primary, Secondary and lecturers in Higher Education) and to train 300,000 teachers to be IT skilled teachers within the next two years in collaboration with the Ministry of Education.

The company also places great emphasis on what it terms “Customer Value”, that is for IT to assume the role of business enabler for greater productivity and operational efficiency.

One of Yasmin’s first milestones as Managing Director would be to oversee the launch of the Microsoft Windows Vista operating system — the most innovative, large-scale technology release in a decade — and the 2007 Microsoft Office System with enhanced tools and capabilities, scheduled for January 2007.

Summary:

Private sector investment has been a key source of growth in Malaysia over the last three decades, but after an unprecedented decline in the wake of the Asian crisis it has remained sluggish in recent years. Using aggregate and firm-level data, this paper aims to explain these trends and their implications for Malaysia’s investment and growth outlook. Aggregate data point to sustained overinvestment in the years prior to the Asian crisis and the role of shifts in investor perceptions as important determinants of the recent decline in private investment. Meanwhile, firm-level data suggest that low profitability, along with financing constraints affecting smaller firms and those in the services sector, has also been important.
